We were honored to have Dr. Anthony Neoh as the guest speaker for the seminar. Dr. Neoh has spent 40 years working in the Mainland, helping with its legal and financial developments. As he said, he has witnessed great strides having been achieved by the judiciary. Dr. Neoh is a Senior Counsel; the former chairman of the Securities and Futures Commission; and the Chief Adviser to the China Securities Regulatory Commission. As commonly known, he was invited by the former-Chinese Premier Zhu Rongj as adviser, shortly after 1997. Pursuant to which, he served for five years at a nominal sum of RMB1 per annum. Such gesture has earned him a place in the heart of the Hong Kong public and the recognition by President Xi Jinping “as having made significant contributions to the reform of the country”.
Dr. Neoh stressed that with the gradual opening up of the China economy, it is natural for China to adopt a step-by-step and a trial-by-error approach in adopting international practices. He quoted various examples whilst serving his position as Independent Non-executive Director of Industrial and Commercial Bank of China Limited (ICBC) and of the CITIC Group. He also reviewed with us the global trends in financial supervision since the 2008 financial tsunami and the recent technological advances. He then led us to the current trends in China, including: basic policies of the 18th Party Congress in terms of financial and legal reforms, creation of the Financial Services Oversight Committee, State-owned Enterprises Reform and SME’s and Consumer Finance.
